Two things stand out: "... because of a broken down carriage between Tottenham Hale and Broxbourne." and, hilariously, the accompanying photo.

Just look at those sleepers and track clips!
TCD813? The reg of a Southdown Motor Services, Northern Counties bodied, Leyland Titan PD3/4 FH39/30F (popularly dubbed 'Queen Mary') from the late 50s.

At least the (stock?) photo of the track didn't show bull-head rail!

Lets look at this further:

Trains to and from London Liverpool Street, Cambridge and Stansted Airport have been either severely delayed or scrapped (seems excessive to send a train to scrap due to a broken rail)   today (Saturday, April 21) because of a broken down carriage (do carriages ever "break down", even a toilet failure isnt classed a "breakdown") between Tottenham Hale and Broxbourne.

All services between the stations are affected, with 17 trains delayed by up to an hour so far and a further seven cancelled.

As of noon, train operator Greater Anglia was unable to say when the chaos (really?)was likely to end, but promised to provide updates as soon as possible.

if an problem with the bogies on the carriage have a defect then it counts as a broken down carriage
