Following on from this thread, can anyone clarify the 15 years rule? Is this a national thing or specific to a local area?

Each local authority have their own policies on these things... some are already less than this.

I know in Suffolk/Norfolk we have all sorts of relics running around - mainly all old coaches

In Peterborough we have a contract clause that vehicles used on school contracts will be under 15 years old and those used on public transport will be under 10 years old. However, if an operator can demonstrate that the vehicle has been refurbished, then we will allow overage vehicles, subject to an annual inspection.
